With reference to your Confidential Despatch of
the 29th. of April, I have the honour to state that I made the
recommendation contained in my Despatch of the 28th. of March on
the assumption that the District Officer the Assistant District
Officer (North) need not now be considered as I have recommended
in my Despatch Confidential of even date that the post be abolish-
-ed - is obliged to reside at Tai Po, I consider that it is very
desirable that he should reside there in order to be more readily
accessible to natives of the New Territories who may wish to con- -sult hin,for purposes of discipline among his staff and in the event of emergency. If such obligation is not imposed the District Officer might, now that facility of communication is provided by Railway, reside in Kowloon or Hongkong or elsewhere in the New
Territories.
For instance Mr. Orme the present Acting incumbent of the post built last year a bungalow at Fanling anti- -cipating that he would not be posted to Tai Po. If he is now to be charged rent for the quarters at Tai Po he would ask permission to occupy his bungalow at Fanling which is connected by railway
with Tai Po.
I am in doubt as to whether your despatch under reference can be taken to authorise such permission and in
